Experienced manager, specialised in the management of large organisations. Working for Polish and international businesses for 20 years, he has been involved in projects to develop effective organisational structures, as well as to design and implement commercial strategies.
He gained professional experience as a manager of the international consulting company Arthur Andersen, where he coordinated a number of projects in the transport, telecommunications and power sectors. One of the key projects he was involved in was PKP’s transition from a state-owned company into a joint-stock company, and the establishment of the PKP Group. Since 18 February 2008 – Deputy General Director of the General Directorate for National Roads and Motorways. Responsible for the processes of: investment preparation, tender procedures, road construction programme, technological supervision, environment protection and the analysis and prognosis of traffic.
In 2007-2008 he was the director of the Infrastructure and Transport Division at the Marshall Office of the Zachodniopomorskie Voivodship. Before that, for five years he was the manager of the Road Laboratory of the General Directorate for National Roads and Motorways in Szczecin.
Academic lecturer at the Military University of Technology in Warsaw, earlier also in the Roads and Bridges Construction Institute, Construction Materials Institute at the Zachodniopomorski University of Technology.
Author of many publications on road construction.
He is the co-author of 2 scientific publications and the Update for the Multiannual Investment Programme of the Zachodniopomorskie Voivodship for 2007-2013 and the Multiannual Financial Programme for 2008-2015, plan of road surface renovations for voivodship roads for 2008-2010, Analyses and details of the Development Strategy with respect to Transportation Network of the Zachodniopomorskie Voivodship for 2007-2015.
His achievements include individually designed and performed road structure made of asphalt-based and cement-based concrete for KR4 heavy traffic and verifying its physical and mechanical properties.
He defended his doctoral thesis at the Faculty of Construction and Architecture at the Szczecin University of Technology, Major: Construction, Specialisation: Roads, Streets and Airports. He completed post-graduate studies at the Warsaw School of Economics, Managing and financing road infrastructure, and at the Szczecin University of Technology, Managerial Studies.
He holds the Certificate issued by the Roads and Bridges Research Institute entitling him to design rigid structures made of cement-based concrete for heavy and very heavy road traffic, the Certificate issued by the Roads and Bridges Research Institute for completion of the first and second levels of the course in designing and supervising performance of anti-corrosion layers on steel bridges and the Certificate entitling him to grant accreditation to research laboratories with respect to ISO requirements.

Bartosz Soroczyński is a Vice President of Lighting Systems for Central & Eastern Europe at Philips.
Previously he was a Country Leader for the Oracle operation in Poland and for over 7 years at IBM he was a Sales Director responsible for the CEE region and next he took a role of a Sales Executive of the Worldwide Service Management Tiger Team.
He was also a member of the Worldwide Facility Management Steering Committee at IBM responsible for the global Smarter Planet strategy covering also Smarter Cities and Smarter Infrastructure. Bartosz Soroczyński graduated from the Wrocław University of Technology. His business career began at PMI Software Ltd., which has been later transformed into Polish Consulting Group, where he, as President & Managing Director had a responsibility for all sales, marketing, operations and projects execution.

As one of two members of the management board of STRABAG’s Polish branch, he has been in charge of the technical department since February 2013. He graduated from Technical University of Deggendorf/Passau, Civil Engineering Faculty, where he specialised in construction law and management.

He continues the family tradition, representing the third generation working in the construction industry. Since 1989 associated with Międzyrzec Podlaski, where he was Director of Public Roads Region. As Director of PDM Miedzyrzecz Podlaski responsible for its transformation and modernization. With these changes, the company has become one of the most important employers in Międzyrzec Podlaski and the entire bialski district. Stanislaw Żmijan is also a member of many professional organizations. He served in the government of the Polish Chamber of Road Industry.
Stanislaw Żmijan also engages in social and political activities. He sat in the City Council of Międzyrzec Podlaski and Provincial Assembly of Lublin. In 2001 he was elected to the Parliament from the district of Chelm. In parliament deals with matters of infrastructure and rural development.
