On 19th February at the Sheraton Hotel in Warsaw the sixth edition of the Conference “Nationwide Conference on Polish Infrastructure” took place. The event was organized by the Executive Club with the participation of the leaders of the most important companies in the industry. The culmination of the Conference under the auspices of the Ministry of Infrastructure and Development was the awards gala – “Polish Infrastructure Diamonds”.

Panel I

Representatives of investors, contractors and government once again met to discuss the condition of the Polish infrastructure, which in recent years has developed rapidly. Conference participants also summarized the achievements of the past year in infrastructure and the effects of co-operation between the public and private sectors.
In the panel discussions with leaders from the road and rail sector one topic appeared very often – the postulate to strengthen and improve cooperation with the main ordering units. Debate with the president of the General Directorate for National Roads and Motorways, Ewa Tomala-Borucka, gives hope that both the formal and handling practices, procedures related to infrastructural investments will change in the direction of what the market expects.

Panel II

Panelists spent a large part of the discussion on investment financing and the use of revenues from EU funds. “If you look at the statistics, we will never be able to catch up with Western EU countries in the scope of the entire infrastructure. Over the next 7 years, we should focus on the fact that the EU funds are about 25% higher and can be used not only to build the infrastructure, but also to create the environment for developlent of companies operating in Poland. Companies that want to reinvest their funds in Poland and to create jobs. “– pointed Dariusz Blocher, President of Budimex.

Panel III

In fact in Poland the most attention is still paid to the expansion of the road network and in the EU trend is an increasing pressure on investment in the railways. Participants discussed the condition of Polish railways and presented many demands on the modernization of the sector. Jacek Neska, Member of the Board at PKP CARGO spoke about the difficulties associated with modernization investments, but also the benefits that they bring, “Today, the main problem of Polish railways, for all the carriers, is very strong lack of predictability. We expect that with the ongoing process of tracks revitalization and adapting them to the needs of transport, it will be possible to avoid resource constraints and improve the offer to customers. Fewer resources, less cars to transport the same amount of cargo means lower costs and a more competitive offer. Competitive in relation to road transport.”

Panel IV

This year, the sixth edition of the conference was accompanied by a contest for the best infrastructure entities. During the evening gala awards for outstanding achievements in the industry for companies and leaders in the Polish market infrastructure were granted for the first time. A group of authorities from the industry gathered in the Jury honored the best players in the sector in 8 categories with “Polish Infrastructure Diamonds”.

Unanimously elected as the winner in the “Top Executive” category was Dariusz Blocher, President of Budimex. Awarded for CSR was the Skanska company, the best financier selected by the Jury was the PKO BP. For efficiency in the management PKP Cargo was awarded. In the category of Innovation Leader the award was handed to Kolejowe Zakłady Nawierzchniowe Bieżanów. Excellent cooperation between the contracting authority and the contractors resulted in a prize in the category “Investment of the Year”, which was awarded for joint actions of Strabag, Budimex and GDDKiA which implemented the section of the A4 Debica Tarnow. In the area of consulting firm the award was handed to SKS Legal and EY. Transprojekt Gdansk won in the category Project of the Year, for the Vistula River Crossing in Mostowa nearby Kwidzyń and the implementation of the Pomeranian Metropolitan Railway.

A strategic partner of the conference was the Budimex company and main partners PKP Cargo and Doka. Honorary Patronage of the conference was held by the Ministry of Infrastructure and Development.
